Private-sector SHOULD NOT control anything before its evaporation as food-supply-chain that is explained simply below:
Initial supplies as seeds, fertilizers, ... etc => farm as well planned lands with underlying infrastructure as water, electricity and others for food production as meats, vegetables, fruits, ... etc => preparation phase as packaging for final usage => distribution channels to citizens with reasonable prices as well organized shops prepared for that purpose not by ignorance.
Ministry of Agriculture is held responsible about controlling and managing such thing.
