Namerequest UI: Investigate changes needed for new continued in business types

• Test all NR types (eg, name change, alteration, etc) with the new continued-in business types (C, CBEN, CCC, CUL).
• Check if feature flags can be updated to enable features.
• Create new tickets as needed.

I am partly blocked because Namex API isn't letting me create some of the continued in NRs -- will be fixed in 23382.

I increased the estimate as this ticket has grown significantly while figuring out requirements and fixing related tickets in Namerequest UI (#24107), Namex API (#24059 and #23382) and LEAR (#23941, #24040 and #24041).
