Looks good Mike, I only skimmed through the PHP side but everything renders ok. The only flag for me was removing the woocommerce_order_details_table hook - I read through your project P2 but I'm not sure what was decided about hooks, so just flagging this here to make sure it's not going to break anything.

Adds the functionality to convert the legacy template into blocks. Note: The template may be changed in the final feature branch, but for now this makes use of the existing blocks already created.
