* Add back costing w/ scaling and initialization adjustments

* condense scale factor applied to capital costs; tried scaling agg capital cost too but failed to converge

* add interval_initializer to ui code

* run blk

* comment out interval_initializer

* try again

* Remove .value from bio config option in UI

* Undo repeated code

* Adjust conc_mass_comp scaling

* Update tests

* Test costing w/ only AD

* Remove costing

* Test costing w/AD and clarifiers

* Test w/ AD & minor changes

* Remove optimal termination checks in main

* Test costing with only one clarifier

* Add diagnostics check

* Change instance of rel tolerance to abs

* Update BSM2 flowsheet after Chenyu's PR

* Update tests

* Add costing back to BSM2 GUI

* Clean up flowsheet

* Remove commented code
