Allow support for Python 3.13 by specifying cirq-core as dependency instead of cirq

Reinstate Python 3.12 as minimum requirement by specifying `cirq-core` as dependency

Tested UCC's Cirq benchmarking functions and all appear to work fine with cirq-core.

Seems like the problems with Rust dependencies and Python 3.13 came from Quil-related packages within cirq, so we should be able to just avoid them and support Python 3.13.
