As discussed in zulip, the free runner is too slow when the LLVM cache is not available.

It's interesting that this is still 2h with the Docker build cached. With 4 cores, it's ~2.5h with the cache, that doesn't seem that bad. Probably the Docker build alone takes quite a long time (longer than on x64?). Anyway.
