- enable Bootmagic Lite and Mouse Keys - disable Console and Command - remove default keymap's rules.mk file

Description
While doing a deep dive for #11835 I found myself wondering what became of the YMD40 v1. Turns out the v1 was a kit that came with an AMJ40 PCB, so tracking that down lead to some seemingly new discovery regarding the AMJ40.
AMJ40 gains some additional layout support, updated code standards, and a minor rules tweak.
