The typing docs contain a list of typing PEPs at the top of the docs, but two PEPs are omitted: PEP 593 (introducing `typing.Annotated`) and PEP 647 (introducing `typing.TypeGuard`).

The documentation for the
typingmodule has a list of relevant PEPs at the top. However, this list omits PEP 593 (introducingtyping.Annotated) and PEP 647 (introducingtyping.TypeGuard). This PR adds these two PEPs to the list.Given that
typing.TypeGuardis not available in Python 3.9, this should not be backported to Python 3.9.
