Problem

Improves BUILDING.md instructions per #143.

Summary of Changes

Provide better guidance for various development tasks:

  • how to build the entire source
  • how to build a specific set of sub-folders / modules
  • run & debug unit tests
  • run and analyze code coverage results [not added yet -- Add code coverage reports #174 ]
  • run formatting checks, etc.
