ci: add semantic release #1113

  • adds semantic release for automatic changelog generation and versioning
  • added with dry-run mode enabled; just for testing for now
  • no pre-release branches; as we are reviving the Parse Android SDK we want timely releases and feedback, so we take the risk of releasing a bug to get faster feedback without letting a release go through a "beta" testing phase
