`kubectl alpha diff` lets you diff your resources against live resources, or last applied, or even preview what changes are going to be applied on the cluster. This is still quite premature, and mostly untested.

E2E stress test for vSphere Cloud Provider Volume lifecycle operations **What this PR does / why we need it**: This PR adds an E2E test for vSphere Cloud Provider which can induce the stress to attach/detach/delete the volumes in parallel with multiple threads based on user configurable values for number of threads and iterations per thread. This is a follow-on to kubernetes#54597 which makes sure that its validation
also applies to pods with a restart policy of OnFailure. This
