An environment variable substitution reference which starts with
$$(i.e.$${API_KEY}) is escaped. Implementations should strip the leading$character and not perform substitution (i.e.$${API_KEY} => ${API_KEY}).See java implementation here: open-telemetry/opentelemetry-java#7033
