chore: Bundle SSA Evaluator Options (#5317)

Better reviewed with "Diff -> Hide whitespace".

# Description

## Problem

Resolves #4667

## Summary

Introduces an `SsaEvaluatorOptions` struct that bundles a bunch of
booleans that are passed down several functions.
