Which Nextcloud Version are you currently using:
30.0.5

Is your feature request related to a problem?
If a new user is created there will always be used "v2-local" as privacy scope which is not always the best decision.

Describe the solution you'd like
The provisioning should take global defaults into acocunt as well as a configured privacy level

Describe alternatives you've considered
As every user has to change the settings in his/her own profile the only solucion would be to not import the specified user data.

Additional context
I'd like to make a contributon on this as I have solved this already.
