No new blocks in neotracker.io #578

Hi!

As of now 29-01-2019 neotracker.io shows that the last block with index=3,293,298 was 10 hours ago. What's wrong with NEO network ?
What is the rootcase of these freeze ?

The network was still producing blocks. The issue that caused neotracker to get stuck and a lot of other nodes to get stuck was due to a block spork at block 3293298. The commit phase is being added to the dBFT implementation (see #547) in order to stop this from happening again, but the code hasn't yet been merged or released.

Note this is the same issue as neo-project/neo-node#292
