Yes, better, but can you cut down on the wasted vertical space? And put a thin box around the "create" bar, so it's obviously different.
Make Create bar exactly as high as necessary, no more - it's rarely used, whereas the tags are used all the time - so they need the space.

Hello,
I've tried adjusting the layout according to the picture above and this is what I've came up with.
I'm not sure whether or not the bar displaying Tag Details should be as small as possible as well?

Comment: there isn't much space, so it needs to be used most efficiently.
