[Tag] Tooltip with an assigned tags

Requirement: #677 The tooltip should stay up when the "Assign tags" modal is displayed, and should fill up with the tags as they're clicked in the "Assign tags" modal

Fix for release 2.6.3.

There is a gap between the tag tooltip and the assign tags. If a warning is also displayed on the site, this gap is even larger.
