Bump tough-cookie and node-gyp in /erizoAPI (#1891)

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [node-gyp](https://github.com/nodejs/node-gyp). These dependencies need to be updated together.

Updates `node-gyp` from 7.1.2 to 9.4.0
