Added Support to overwrite build info with same build number

• Fetches build info available with given name
• If found proceeds with deletion by calculating build number frequency
• Invokes build publish after deletion causing overwrite.
• artifacts involved wont be deleted
• build info deletion happens based on build number not on build name
