fix: update shirou/gopsutil to v3

Required for all PRs:

• Updated associated README.md.
• Wrote appropriate unit tests.
• Pull request title or commits are in conventional commit format

At the end of the month, gopsutil will drop support for version 2 1. This PR migrate to v3 of gopsutil.
