bump::patch
After this cra-ros-pkg/robot_localization#810 change undefined matrices cause the estimated state not to be refreshed. Find out the issue here and fixed cyberbotics/webots_ros2#770.

The ROSbot XL has it already defined https://github.com/husarion/rosbot_xl_ros/blob/master/rosbot_xl_bringup/config/ekf.yaml.
