[Maps] Maps SO for 'ecommerce' sample dataset is registered twice

Kibana version: master
Describe the bug: ecommerce dataset cannot be removed due 409 Conflict error (see steps to reproduce section) due to duplicated map:2c9c1f60-1909-11e9-919b-ffe5949a18d2 SavedObject. Which is registered by home plugin as well.

The registration should be refactored. I didn't remove the SO registration from home plugin because Maps SO is referenced there

Steps to reproduce:

1. uncomment 61b7f90
2. navigate to Kibana
3. install ecommerce sample dataset, remove it, install again, remove it again.

Expected behavior:
Dataset is removed on the second and later attempts.

Maps saved object moved to home plugin by #107746.

I can open a PR to move it back to Maps plugin

@nreese works for me as long as it doesn't break the sample data set. I was going to remove it from home but it's been referenced by a dashboard in the home plugin.
