This is the equivalent of elastic/logstash#4856 and tracks the CI part of the work for ensuring elastic-agent DRA pipelines can honor the VERSION_QUALIFIER i.e.

Unified release pipelines work for versions with prerelease qualifiers

(mentioned in #6523)

The BK pipeline involved is https://buildkite.com/elastic/elastic-agent-binary-dra which is triggered by merge commits (pipeline definition is in https://github.com/elastic/elastic-agent/blob/50fb42665e110c9d06756cfc645ae0c110acbe82/.buildkite/pipeline.elastic-agent-binary-dra.yml) .

Since elastic-agent-core packaging doesn't require beats and/or fleet-server, this issue can be worked on independently.
