Extensions - Add dependency status check

Overview

Adds a system status check to ensure extension dependencies are met, and warn the admin of missing dependencies.

Before

Although dependencies are checked during extension install, they are not checked during upgrades, and it's possible for an extension update to introduce a new dependency.
