Bootstrap Update presumably in Sprint 26

For sprint 26 you will have to update the table classes because bootstrap 2.3.1 will be pulled in see adobe/brackets#3672
If you like i could also submit a pull request once the update landed.

The fixes for tables are:

• Add class table
• Change zebra-striped class to table-striped
• Change condensed-table class to table-condensed

Note that jQuery, Bootstrap, and LESS migration code is now in master to be released in Sprint 26.

On another issue, while playing around with this extension, I can't seem to generate any errors, no matter what random junk I put in the file. Same results in Sprint 25, so it does not seem to be related to Bootstrap migration. Maybe my junk is not random enough?

Oh yeah - I screwed up when I added support for project-local config files. Should be a quick fix - but I'm about to fly to Scotland. May be a few days.
