As a user, I want to install TRAM when I don't have direct access to Dockerhub, so that I can deploy TRAM on air-gapped networks.

Acceptance Criteria:

  1. A set of instructions on the main README.md that detail how to run TRAM if the docker image is not network accessible from the install location.
    2. This assumes the user can get a copy of the docker image to the deploy location somehow

- Provide detailed steps for how to move Docker images across an airgap.
- The rest of the installation is the same.
- Also refactor the way we build certs into the Docker image. The old approach
  required editing the dockerfile, which was led certain people (i.e. myself) to
  accidentally check in the Dockerfile with their own issuer cert configured in
  it. The new approach passes the information in the environment.
