Description

This pull request replaces the contents of the LICENSE file with the Apache 2 license, updates the headers of the files that are copyrighted by Nagoya University and adds a CONTRIBUTING.md file that tells contributors that their contributions will be under the same copyright terms as the rest of Autoware (i.e. assign the copyright to Nagoya University and license the contributions as Apache).

These changes are only for the develop branch.

Do not merge until everyone in https://github.com/CPFL/Autoware/issues/1707 has agreed to relicense their contributions.

I've changed the license on the Python files and also updated the years on the copyrights.
