Description
Implements the changes of #6625 for the start planner module's turnSignalInfo calculation into the Avoidance module. Please see original PR for a bigger description: https://github.com/autowarefoundation/autoware.universe/pull/6622/files

The idea is to implement the general method for getting the turn signal into the start,goal,avoidance and LC modules.
