This contains the change from 090a5cd to docs/docsite/rst/community/collection_contributors/collection_requirements.rst. See #62 for why this was reverted and re-submitted as a new PR.

Can we put a comment at the top of any docs files like this one that can't be changed without steering committee approval? Can't guarantee we'd notice before a merge but at least it'll be documented in the file itself...

@samccann we did that already in #63 :) Also there's a CODEOWNERS file now (#70) which will ping the SC for every PR that modifies one of these files.
