[Core][Live Preview]: Reloading function for Live Preview doesn't work correctly if you reload the page many times.

Step:

1. Open a html file in Brackets.
2. Click the Live Preview Icon
3. Click reload button on the Web page more than 10 times and you can see the Live Preview button's color changed from orange to gray.
   4.Click the Live preview icon again and there will pop up an error dialog.
4. Click Ok button on the error dialog, then click Live preview icon again, you can open the web page succussfully.
5. Close the previous working web page in the browser, and then observe Live Preview button, there will be a tooltip "Live Preview was cancelled because the page was closed in the browser" although the preview page is still opened in the browser.

Result:
​For step3, if reload the page in the browsers many times, the Live preview was cancelled. For step 4-6, the Live preview doesn't work correctly according user's behavior.

Expect:
​For step3, reloading the page shouldn't make the Live preview cancelled.
For step 6, it should not appear the error tooltip.

Reviewed. Opening for sprint 25, medium priority, as this was easily reproducible and I could imagine people running into it. The issue could be either in the static server code or in the connection to the browser. @jasonsanjose - feel free to reassign if necessary.

Regressed this bug in Build 0.25.0-7677. It is fixed.
