Bump @octokit/plugin-paginate-rest and @octokit/rest

Removes [@octokit/plugin-paginate-rest](https://github.com/octokit/plugin-paginate-rest.js). It's no longer used after updating ancestor dependency [@octokit/rest](https://github.com/octokit/rest.js). These dependencies need to be updated together.


Removes `@octokit/plugin-paginate-rest`

Updates `@octokit/rest` from 18.12.0 to 21.1.1
