NST and MAXOBS fixes #20

The 1/10 00z run of the global workflow on Hera was failing. Investigation showed that the increase in profiles was hitting the max allowed profiles (NST and MAXOBS variables), and caused the code to exit. These numbers were increased until there was no longer issues in the run.
