Update the dev/gfsv17 branch for prepobs/v1.1.0 and the Jet migration to /lfs5 filesystem (use new /contrib spack-stack install).

Related to NOAA-EMC/global-workflow#2841

Introduce spack_stack_mod_path

- Set spack_stack_mod_path in version files

Installed on WCOSS2, Hera, and Jet. @WalterKolczynski-NOAA please install on MSU:

git clone -b prepobs.v1.1.0-rd-gfsv17 https://github.com/NOAA-EMC/prepobs.git ./v1.1.0
cd v1.1.0
INSTALL_TARGET=hercules INSTALL_PREFIX=path_to_clone ./ush/build.sh
