Remove duplicate project call and reword os_host config option #2066

Removes a duplicate call to retrieve project metrics
More explicit and clear messaging around what the os_host yaml option defaults to.

Clear documentation and to reduce the number of API calls being made to only whats necessary.

PR has a meaningful title or PR has the no-changelog label attached
Feature or bugfix has tests
Git history is clean
If PR impacts documentation, docs team has been notified or an issue has been opened on the documentation repo
