Update the ic_event table to include indexing and full area name to enhance the future UI for sorting through which areas to monitor for admins.
The new v4 migration is very heavy and takes some time to update from v3.
This PR should be monitored for SQL changes (Something I'm confident in but know that I'm not the greatest)
