[Bug] RightToLeft FlowDirection with string formatted text inconsistent across Android and iOS

Description

When using RightToLeft FlowDirection with string formatted text on Android and iOS it isn't consistent across platforms. I was hoping this would have been addressed in the #13197 fix but it still seems to be an issue even in the latest XF.

Steps to Reproduce

1. Checkout the test Git repo I created https://github.com/nickpeppers/RightToLeftStringFormat
2. Run the app on Android and iOS
3. Notice the difference in RightToLeft formatting across platforms

Expected Behavior

The string formatted text should be the same.

Actual Behavior

The string formatted text is different across platforms

Basic Information

• Version with issue: 5.0.0.2012 and up
• Last known good version: ???
• NuGet Packages: Xamarin.Forms
