[Blocks Editor] Update the sidebar notice we show for incompatible extensions

We need to update the sidebar notice we show in the Block editor as follows:

• show the extensions that also marked themselves as incompatible (more context p1692089745860899-slack-C8X6Q7XQU)
• update the text The following extensions might be incompatible with the block-based checkout.

Things not covered by this ticket

• update the action items: point users to the new section in WooCommerce settings (/wp-admin/admin.php?page=wc-settings&tab=advanced&section=features) where they can remove the block-based checkout in one click. We can link to the documentation page which lists all plugins we know work with the new checkout experience. Waiting on [WC Admin] Add Cart and Checkout blocks section in the Advanced settings section #10852
• show the extensions that we detect as uncertain (WooCommerce can detect extensions as compatible, incompatible and uncertain, see FeaturesController.php#L360-L386)
