Diagnose timeouts in pytest CI jobs (#1158)

Diagnoses: #1158

Summary/Motivation:

• Help diagnose non-deterministic failures described in test_multiprocessing_parallel_manager.py causes occasional CI failures after 6h timeout #1158

Changes proposed in this PR:

• Add tools pytest marker assigned to tests collected under watertap/tools
• Enable logging and verbose output for tools tests
