StatusList2021 was renamed to BitstringStatusList. This updates the VCDM term use to match the updated terminology.

This PR also proposes changes in the core text. But there overlaps in the changes proposed for the context file indeed. |

Yes, this is a partial duplicate of #1406, which I'm getting ready to merge. I've applied @BigBlueHat's commit in: 4d0b289 Once PR #1406 is merged, this will be closed as a duplicate of that PR. |
