This is sometimes required and to speed up our CI, we don't rely on the
puppetlabs/apt module to install it.

This fixes the Ubuntu installation problems. I will tackle Arch Linux in another PR.

Only EOL Debian-based releases should need apt-transport-https though. It's been built-in to apt for years now.
