I find the admin building log messages a bit confusing, when building from a larger pbf, the last message before the admin tables are populated is "created admin table", followed by a couple of minutes of radio silence (with log level info). This PR just puts the order of table creation in place (first admins, then create geom column, then admin_access) and adds a hint that it started populating the admin table.
