1.6.0 - Windows Version

This release contains the following updates:

• Fixes for issues #15, #16
• Added ability for user to specify whether to update .xml and .lazy file permissions to RW-RW-R (0664) for files uploaded to XTF website. Default set to True.
• General improvements and bug fixes

Big thank you to @kco-uga for his help automating the creation of the .exe and windows installer file with GitHub actions.

Moving forward, there will only be 1 release of this application per update. The UGA_Version branch will be deleted and no longer receive its own release. For those at UGA, the functionality should not change. For everyone else, the only major change is listed as bullet point 2 above, which can be set to False if desired within the XTF Options popup.
