This is a possible solution to #130
This adds a new -quiet long parameter, and checks that parameter before writing to stdout.
I adjusted one error to write to stderr rather than stdout.
I only modified opj_decompress as I have a specific need for this command to have a quiet mode.
Please adjust for code style/etc. I haven't written any C in over a decade...
