NOTE - This build is not working correctly in several ways. I recommend reverting to 1.8.5 until a new release is able to be produced.

Bumped the projects to .NET 8.0.
Changed Debian and RPM packaging to not target specific distributions and instead have no package dependencies.
Added experimental macOS Apple Silicon build. I do not have the hardware to test this, so please put in an issue if it doesn't work.
