Add a CLI for managing config #53

It might be useful to have a CLI for editing the config. This will simplify the setup process. It's easy to make mistakes editing the json. Paths can't be copied/pasted as \ needs to be replaced with \\.

Ensure config file is referenced from application folder instead of current directory.  This allows the app to be run from a different current directory.
