Reopening this as there are quite a few issues before this can be considered done.

  • isssue and pr links completely broken
  • title generated is not what we want: Tox <version> (date) -> <version> (date)
  • issue links are broken
  • pr links are not possible at all with current towncrier
  • Does not work nicely together with setuptools_scm yet

@gaborbernat I will fix these over the course of the nex few days, just reopening this to have all in one place.
