LoongArch: Migrate to the generic rule for built-in DTB

Commit 654102d ("kbuild: add generic support for built-in boot
DTBs") introduced generic support for built-in DTBs.

Select GENERIC_BUILTIN_DTB when built-in DTB support is enabled.
