fix(behavior_path): fix base points vanishing and inconsistent lane_ids on the spline interpolated path #929

Description

behavior_pathで実装されているspline補間には以下の問題が内包されていた

  • 補間前のベース点が消されてしまっている
  • 補間後のlane_idの埋め込み位置がおかしくなることがある

上記が起因となり、stop_lineが消えることが判明したため、これを修正する。

また、behavior_path側で補間するようになったが、behavior_velocityでもspline補間を実施しており補間が二重になっている。
それが原因で経路が歪む問題もあるため、これを無効化する。

Tests performed

https://tier4.atlassian.net/browse/AEAP-685 の地図において、重複するような経路を走行する場合に

  • stop lineが走行中に消えたりしないことを確認した
  • 経路を走行中に大きく歪むようなことがないことを確認した
