Use more appropriate NULL handling for unique_ind #341

In tidyverse/dplyr#6317, we updated if_else() to utilize vctrs.

This causes a small breakage in rsample, but I think it is our fault in rsample. We use if_else() when we really should have done if (is.null(x)) { } else {}, or used %||%.

I've removed our usage of if_else() in favor of a more appropriate way to handle this NULL indices behavior
