With the introduction of #60, the structure under the terraform package has become complicated, so this PR tweaks it.
Each structure directly under the terraform package will be stored under the corresponding subpackage of Terraform (e.g.
terraform.Backend->configs.Backend). This change can break plugins that directly reference these structs.
